Borrowing a handgun and going out of state
A friend has her LTCF from Pa. She is going to Virginia to visit friends. Since she does not have her own firearm, can she borrow mine and carry it in Virginia? She knows she can not carry in Delaware or Maryland. Thank you for your assistance.

As long as you are both Pa residents, she has a Pa LTCF and the 'loan' is consumated in Pa, I don't know of any reason she can't take it to Va.

Neither Federal or State laws has any problems with that.
Federal law only regulates commercial and interstate transfers. State law say that its legal to loan a "firearm" to a person that has a LTCF.
VA law has no issue either.
Just make sure she is mindful of MD's laws, and to carry under FOPA. Delaware allows for open carry, so she could place it on the dash if she wanted. However Dover is treated like Philly. You need a permit/license to CC or OC in Dover. Dover's law was grandfathered with the state preemption law.
