CVA 44cal blackpowder??

Ok,, so my Dad gives me this blackpowder gun he got as a kit back 25+ years ago.. assembled,, mostly,, just never really finished. Its been in a cardboard box in the basement ever since.. I get it it has a bit of surface rust on the blued metal.. brass is just a bit tarnished.. cylinder does not want to turn, and the release does not want to,, well release.. What should I do,, soak her in wd40?? or take to work in the glass beader?? and more thinking of just selling it.. best to sell it like it is or once cleaned up??
