Actaully It was passed and signed into law twice.

But in only went into effect in Feb 2010 with 2nd try as part of credit card reform legislation

If you use the search box of PAFOA there will be several thread begging people to contact the Reps and when it went into effect, details and how it works, along with where you still can not legal carry in national parks.

    Yup.. effective 2/22/10.

    Section 512 PL 111-24

    (b) Protecting the Right of Individuals To Bear arms in Units of the
National Park System and the National Wildlife Refuge System.--The
Secretary of the Interior shall not promulgate or enforce any regulation
that prohibits an individual from possessing a firearm including an
assembled or functional firearm in any unit of the National Park System
or the National Wildlife Refuge System if--
    (1) the individual is not otherwise prohibited by law from
    possessing the firearm; and
    (2) the possession of the firearm is in compliance with the
law of the State in which the unit of the National Park System
or the National Wildlife Refuge System is located.

Note that the amendment only prohibited the SOI from making regulations for NPS and NWRS.

Also note that possesion of firearms inside a Federal facility is still illegal under 18 USC 930 (even if its inside a Nat'l Park). A Federal facility is defined as:

18 USC 930(g) As used in this section:
    (1) The term “Federal facility” means a building or part thereof owned or leased by the Federal Government, where Federal employees are regularly present for the purpose of performing their official duties.
It does not necessarily restrict you to CC, just says you have to be state law compliant. That would mean, for example, in Pa that you could OC outside of Philadelphia in a NPS or NWRS wtih/without an LTCF or equivalent as well as inside Philly with an LTCF. or equivalent.
