I'm not sure anybody has a particular "cut off" date. Recommend sending it in ASAP and hope for the best.

Re: PA non resicent license?
Best bet is Sheriff Denny Nau in Centre County. By May, 2011 all counties must be set up with a new system that requires you to apply in person, so get to it.

Re: PA non resicent license?
My PA non-res does not expire for another year and am concerned about this business of having to apply in person in future; wondering if this applies to renewals as well and wondering if I should make application for my renewal waaaaaay ahead of time in order to avoid any surprises.
Am establishing a residence in FL in the meantime as that is where we are likely going to retire in a couple of years once we get rid of all the junk in our huge home and get all of our ducks in a row.
I am a member of "We the People" and have served although right about now I certainly am not made to feel one of "We the People" by our government for obvious reasons. Living in Canada for work sucks although it is a great place to be living I am prevented from obtaining many state non-res permits.
Maybe when we have a FL homestead. Who knows.
The gun laws are so damn convoluted but we are so much better off than we were 2o years ago.... one sometimes wishes for an absolute ruling on the second and fourtheenth amendments in no uncertain terms, no licensing required excepting a background check to rule out the felons and whackos and even then one wonders if it is unconstitutional. When the constitution was penned a felon or whacko was taken care of in different terms and so there probably was not the problem that we have today.
And everyone stepped up to the plate when necessary - not so today. Our children are just that - children. I can recall fellows signing up without the draft when I was 18 and they were quite obviously younger than I was.
