Re: M4 or Ar15 or M16
well unless you have a extra $12-20 thousand dollars you cannot get a M16
and a M4 is a version of a AR15 it is actually a clone of the military rifle but with a 16 inch barrel a military M4 has a 14.5 barrel and is select fire.
civi M4s have 16 in barrels and are semi automatic only

14.5in barrel turns the gun NFA, you will need to do all the paperwork, and pay a $200 tax stamp. bushmaster does make a 14.5in model with a permanently attached flash suppressor making the barrel over 16", and civilian legal. Maybe you should look into that, it won't even be half an inch shorter than a 16inch model but its something.
I'm not sure of all of the auto/select fire laws someone else will have to cover that for you.

Re: M4 or Ar15 or M16
M16's are capable of "full auto" or "3 round bursts" depending on what year it was made. You need a special tax stamp (and allot of cash) to own one. AR15 "civilian versions" of the M16 are only semi-auto's and you can buy those at any decent gun store for $800-$1200. I'm guessing your FIL has a AR15, not a M16. AR15's come in several flavors the basic ones have either a 16" or 20" barrel, standard or collapsible stock, carry handle or flattop upper receiver's.
