Pa. Constitution
Approval of Bills; Vetoes
Section 15.
Every bill which shall have passed both Houses shall be presented to the Governor; if he approves he shall sign it, but if he shall not approve he shall return it with his objections to the House in which it shall have originated, which House shall enter the objections at large upon their journal, and proceed to re-consider it. If after such re-consideration, two-thirds of all the members elected to that House shall agree to pass the bill, it shall be sent with the objections to the other House by which likewise it shall be re-considered, and if approved by two-thirds of all the members elected to that House it shall be a law; but in such cases the votes of both Houses shall be determined by yeas and nays, and the names of the members voting for and against the bill shall be entered on the journals of each House, respectively. If any bill shall not be returned by the Governor within ten days after it shall have been presented to him, the same shall be a law in like manner as if he had signed it, unless the General Assembly, by their adjournment, prevent its return, in which case it shall be a law, unless he shall file the same, with his objections, in the office of the Secretary of the Commonwealth, and give notice thereof by public proclamation within thirty days after such adjournment.
Partial Disapproval of Appropriation Bills
Section 16.
The Governor shall have power to disapprove of any item of any bill, making appropriations of money, embracing distinct items, and the part or parts of the bill approved shall be the law, and the item or items of appropriation disapproved shall be void, unless re-passed according to the rules and limitations prescribed for the passage of other bills over the Executive veto.NRA life member/ILA/PVA/Whittington Center sponsor

I've already begun calling the Governor's office and urging for him to sign this bill into a law.
Time to put the pressure on.The mightiest oak in the forest is just a little nut that held his ground.

Fax out. Not as eloquent as I would have preferred but wanted the effect of striking while the iron was hot so he knew how involved, and interested I have been.
Governor Edward G. Rendell
225 Main Capitol Building
Harrisburg, Pennsylvania 17120
Phone: (717) 787-2500
Fax: (717) 772-8284
Governor Rendell,
Tonight the General Assembly voted overwhelmingly to pass House Bill 1926. I write this evening to urge you to sign this bill in to law. Since both the Pennsylvania Senats and General Assembly voted with veto proof majorities to pass this legislation commonly referred to as "Castle Doctrine" I wish to note that a veto before you leave office would be an example of the executive branch completely ignoring the will of the citizens of the Commonwealth. Since the legislture is out of session for the remainder of the year a veto at this time would not allow fo passage over the veto unless another special session is called.
If after your careful consideration of HB 1926, you find yourself unable to sign it for whatever reason, I respectfully ask that you take no action on the bill and allow it to become law after ten days.
Regards,

So in other words: So it sounds like Rendell has no choice but to sign it into law or it looks like he is vetoing or letting die a bill that would put harsher measures on pedophiles. If he doesn't sign it, it will look like he is on the side of kiddie rapists and not the kids.
Do we think he will probably just sign?
Either way I will bombard his office with letters and phone calls. I probably won't mention Castle Doctrine, just Megan's law, and see what they say."Always vote for principle, though you may vote alone, and you may cherish the sweetest reflection that your vote is never lost." - JOHN ADAMS, 2nd President of the United States of America
