NJ license
I searched and could not find the answer. If someone is LTCF in PA, can they get a license for NJ? If so, how do they go about getting it?

Unfortunately, there genuinely is no such thing. NJ is a "may issue" state. They may issue a license if they think you have a good enough reason. They will never think so.
Virtually no one gets a NJ license who is not A) extremely wealthy B) politically connected at a very high level and C) owed a BIG favor.

I believe they do issue out to residents out of state.
No, you will not get one.
You can give it a shot. It has been done. All the odds are against you, so you will have to research people that have succeeded before even thinking about it. The few that are not politically connected get them for business or employment related purposes. Most of those people don't even get one, and when they do, the Judge puts restrictions that the permit is not valid except during the specific circumstances of the reason you need one for that business or employment, usually with places and times of day specified.
You could try for political purposes based on recent SCOTUS rulings. If you have the money or political connections, or want to be a legal martyr for those that follow in your footsteps.

I gotta say, I'm tempted to fill it out and submit it if SAF wins their case attacking New York's good cause requirement.

Keep in mind that if another state asks if you have ever been denied for a ccw elsewhere you will have to say yes. Might not mean much but I would not like to find out the hard way.
