I threw some toilet paper on the neighbors trees, and maybe even soaped a few windows, but this is crazy.

That looks like it would qualify as risking a catastrophe. Since it apparently didn't start a fire and there weren't any apparent injuries, even if he gets caught, he'll probably get off pretty lightly.
He needs his ass kicked until his nose bleeds.

Damn! That goes beyond prank, he could have killed someone or caused serious property damage if that guy would not of kicked it outside.
