I don't know this for a fact, but I have a guess as to what that is. I think it might possibly be some sort of hydraulic or air breaching tool. It might be something that they can put on gates or door frames, and then use air pressure/force to expand the door frame so that they can breach without explosives or firing a shotgun/breacher rounds. I don't know this for a fact, but the 2 "black handles" sticking up make me think it's something that can expand to fit on some metal for the gates, or the door frame. It does look a LOT like a proton pack though, lol.
