    Default Clarification on C&R license

    I just applied for a C&R license, and in the meantime I need a little clarification on exactly how I may use it.

    Specifically I need to know: May I purchase a C&R pistol from a friend (who is also a PA resident, but NOT a FFL) without going through the PICS process?

    So long as the pistol is a C&R, yes.

    But basically, yes, you can buy a C&R handgun from an unlicensed person without going through PICS because you are licensed (for that firearm).

    So now something else just came to mind. Suppose later on down the road I decide to "cull my collection" and wish to sell a C&R pistol to a non-FFL. Must that transfer take place through a dealer who can run a PICS check?

    Yes, unless the buyer meets an exception to 6111. (FFL is an exception, resident parent is an exception, etc)

    I would not be so certain about the advise given here. The feds don't care what you do, but the Pa. State Police sure do if you buy INTRASTATE.

    I'm quite "certain" that being licensed (FFL) is an exception to 6111(a) and (b)

    Especially since it says so right in 18Pa.C.S.6111(b) [exempts licensees from (b)] and in 18Pa.C.S.6111(f) [which exempts licensees from (a)]
