PICS DOWN AGAIN!!!!

PICS(Pennsylvania Instant Check System) has been down since 3pm today. This is the 3rd long outage in the last 3 weeks. Any one else fed up with PICS?

PICS went down last night just before I got to my FFL. Luckily it was back up for my transfer.

I seem to be hearing about this a lot lately. How exactly does it go 'down' though? Is it a lack of people on the other end or is the computer system going down? Is PICS run off of a 10 year old laptop on a dial-up modem or something? It just seems like it wouldn't be too difficult to make a system that can't easily go down, let alone breaking a few times a week like PICS seems to be doing.
