    IIRC its not a Phila law but a Phillies condition of entry for their events. As Lessee they would not be affected by pre-emption unless they prohibited firearms pursuant to a requirement in their lease from the city.

    IMO, "in any manner" should trickle down to lessees too, otherwise, all municipalities would have to do to make their park gun bans legal would be to lease their parks to another entity for oversight.

    If an oversight contractor was hired then I agree with you since they then become Goverment actors/agents and hence would inherit the pre-emption restriction. That is not the case with the Phillies since they lease the stadium for their conduct of business.

    If I lease a city fire hall for a wedding reception am I prohibited, as lessee of city property, from imposing conditions of entry, eg no firearms, dress code, alcohol policy, etc.?

    Preemption does not attach to the property but only to the legislative/regulatory authority of the city IMO.

    Considering that most of them can barely figure out how to make a weapon safe, I doubt most would even notice the tape. And even if they did, so what ? Are you suggesting that having a piece of tape over a SN equates to suggesting criminal intent ? What if I just did a major bluing or painting job on it and didnt want to get it on the serial number and forgot to take the tape off ? Besides, much like the bad guys dont EVER use holsters, no dirtbag is gonna go thru the effort and trouble to meticulously tape over a weapon serial number, when they can just scratch it off or take a Dremel to it for a couple minutes.

    If some idiot criminal actually thought that putting a piece of tape over the serial number was a great idea, then he truly would belong on that TV Show " America's Dumbest Criminals

    i guess so. i've never checked a firearm anywhere. my point was that giving personal information when you check a gun at the phils game really shouldn't be a big deal. name, address, phone number, a glance at your driver's license - no harm in that.

    it took my brother 4 1/2 hours to get his car out of the PPA tow lot after getting it towed down by penn's landing at a concert. he had everything required to identify him as the owner of the vehicle, but they wanted more. imagine the nightmare of trying to get a firearm back after losing or damaging the single reciept/card or whatever they'd give you?

    i say the more info they take, the less trouble you'll have later. basic contact info is more than reasonable. now, when they ask me for my LTCF, SS Number, DL, and my mother's maiden name - that's when i think it's a little much.
