There *is* a signature box for the transferor on the form SP4-113. So, yes, if the transferor is present the FFL will have them sign it. But the transferor does not need be present and can deliver prior, ship or otherwise deliver the pistol to the FFL prior to the transferee attempting pickup. In which case the FFL notes on the SP4-113 that it is a mail-order/etc

As an addendum to all of that, the statutory time limit for prosecutions of offenses defined by 6111 is 2 years, with the exceptions of (g)(2) and (g)(4), which is 5 years.

IMHO the only requirement she needs to meet is to buy some ammo and go out and make it go bang.
