    Yeah, the landing is public IE city property, but this is a federal takeover for an event, no different than the secret service securing a perimeter around a VIP.....

    Tall Ships Erie has been designated by US Coast Guard as a Marine Event of National Significance and special security measures to ensure public safety are in effect

    I am not aware of any ordinances of the port authority past or present. I spent a little time looking but came up with nothing. I spend time in the area almost daily. Thanks for the info.
