Default question about Northampton proof of residency for LTCF

So I'm planning to head down on Monday and apply for my LTCF, and I noticed that besides my driver's license, one of the following 3 items are also required for proof of residency according to the application I found online:

PROOF OF RESIDENCY: (voter’s registration card, current-year paid per capita tax receipt OR earned income tax form from your local municipality).
ABSOLUTELY NO OTHER FORMS OF PROOF ARE ACCEPTED

Well I lost my voter's registration card, my taxes are paid directly through the mortgage company so I don't have a paid receipt, and I have a blank earned income tax form from my local municipality that doesn't have my name on it. I usually just file my EIT before April15th and pay the small penalty for not filing quarterly. I hate the idea of having to pay in advance every quarter not knowing if I will actually have a job.

Wouldn't my driver's license serve enough proof that I live in Northampton County? Why can't I bring in some utility bill that shows I actually live in Northampton county? Am I screwed until I can produce one of the three listed means of proof of residency? To me this sounds like an attempt to discourage people from applying for their LTCF. What if someone doesn't vote, doesn't own a house, and doesn't care to pay EIT? Then they can't get their LTCF?

You legally shouldn't need any of those, but it probably wouldn't be too hard to get a replacement voter’s registration card from your county's election bureau

UFA establishes mandatory, state-wide procedures for issuing a license to carry firearms. No municipality may establish their own rules regarding firearms, and changes to any firearms-related regulations must go through the Pennsylvania General Assembly. The act outlines the express right to a permit in §6109:

    http://reference.pafoa.org/statutes/...6109/licenses/

I see nothing there about required ID.

I'm sure that MUST be part of the sheriffs investigation.

Also, that sheriff, according to his instructions is overcharging for the LTCF by $10.00.

    The state-mandated fee is $25.00.

I guess I can pick up another voter's registration card, but how do I get around my sheriff overcharging for the LTCF?

I doubt your per-capita tax is paid through your mortgage escrow, but I guess anything is possible.

More to the point, I didn't have to show any of that stuff other than D/L.

IMHO: like other counties, they might have to be 'forced' into complying with state law.

    I'm asking questions again...

Aside from the illegality of the requirement.
Contact your EIT office. I'm sure they can provide you a receipt.

There are many threads about this issue here and it's being worked on (not just for your county, but the many counties that are in violation), but unfortunately there's not much you can do at this point other than comply with their unlawful demands if you want your LTCF.

Some sheriffs like to make up their own rules and they get away with it

The office for voters registration is right across the street from the court house. You can go and get your voters registration card in about 10 minutes.
