Is this legal?
Anyway....
Can a person use a Ruger 10-22 rifle to exterminate ground hogs on their own property? Do they have to remain a certain distance from their own house?

AFAIK, It is illegal to take game out of season, let alone with a semi-auto rifle. And also, it may be against a local ordinance to discharge a firearm in the township.
However, I believe there is some provision that allows a private property owner to eliminate any varmint(with the exception of deer, bear, elk, beaver, bobcat, fisher, wild turkey, migratory birds, threatened species and endangered species) that is destroying property, but I'm not 100% on that.
But, what you do on your own property is left up to your discretion, and should be tongue in cheek if done so.

You must comply with all 5 items below.
1. you may not use any semi-auto rifle or handgun
2. unless the critter is doing damage to buildings/structures(like borrowing into foundations), you will need a hunting license
3. you will have to abide by hunting seasons(no sundays for groundhogs, and other restrictions during other seasons)
4. you will have to abide by safety zone footage's to all possibly occupied structures including your neighbors tool sheds/homes/barns/garages/outhouses/etc - you may exempt yourself of your own buildings. 150 yards is the distance.
5. your municipality must not have a discharge ordinance restricting hunting or other shootings of such kind.Last edited by knight0334; August 24th, 2010 at 09:48 AM.

I hear it typically used in a complete different dialect. More along the lines of "Don't tell anyone", or when you do something you shouldn't do, but choose to do so anyway. Maybe it differentiates by areas, because in all honesty, I have never heard it used in respect to the above definition, but more-so along these lines...

I have never heard it mean anything else and don't know a single person who has ever heard it mean anything else. So much so that what I quoted above is the only listed official definition of the term.
Here are definitions from multiple sources:
"In an ironic manner, not meant to be taken seriously"
"Meant or expressed ironically or facetiously."
And of course the official definition from Webster:
"characterized by insincerity, irony, or whimsical exaggeration"
Using the term as you are is a malapropism.
