Rifle: You have to deliver it to a FFL in either Pa. or NJ.
Handgun: You would have to deliver to a NJ FFL._________________________________________

you just need to meet at a NJ gunshop and complete the transfer for both rifle and pistol. i've sold a rifle and pistol to NJ residents and all i did was meet at a NJ FFL and transfer the guns to the buyer while the FFL did the paperwork.

Both rifles also have to be legal in NJ or no transfer can take place.

Also, the NJ resident must have a NJ purchasing card - whether the long gun transfer takes place in PA or NJ. For the handgun - must be shipped to or transferred through face to face at FFL in NJ.

Yes, make sure their FID card matches their NJ Driver's license. And the rifles should be NJ legal, but I believe the party from PA only needs confirmation that the rifles will be made NJ legal. A buddy of mine bought a AR from PA and that is what they told him. You don't need to come into NJ, just do the NJ paperwork at a FFL and you are good to go.

Re: WTK; Transfering a Rifle from PA to NJ
A N.J. resident may purchase a long gun from a Pa. resident without the service of an FFL holder.
N.J. residents may purchase long guns from a resident of any other state, providing the N.J. resident follows N.J. law.
The N.J. resident may private purchase a long gun in Pa., face to face by providing the seller with a copy of the N.J. certificate of eligibility and completing same.Crusader's local #556 South Central Asia chapter

Re: WTK; Transfering a Rifle from PA to NJ
You are sadly mistaken.
18 USC 922(a)(5) makes it a Federal felony for someone to sell/deliver a firearm to a resident of a different state unless a licensee (FFL) is used.
18 USC 922(a)(3) makes it a Federal felony for someone to introduce/receive into their state of residence a firearm obtained out-of-state without the use of a licensee (FFL).
The only exception from these Federal laws is inheritances.IANAL

Oops.
I stand corrected. I checked the regulations reference guide. Private transfers are permitted between residents of the same state only.
Sorry about that.Crusader's local #556 South Central Asia chapter
