00 Buck or 32 ACP ?
What would have more effect, nine 00 pellets from a 12 ga. or nine shots from a 32 auto ?

At what range? Centermass? Appendage?
The problem here is, you are comparing, not only apples to oranges. But apples from mars, to oranges from mercury.
Each has it's own merit, in varying situations. However, comparing a handgun round, to a shotgun round. You might as well be asking what is more effective, a hat, or a pair of shoes.
Effect of what kind? Ballistic damage? Conceal ability? Price efficiency?
Myself, I wouldn't want hit with either of them.

The delivery vehicle for (9) simultaneous .32 ACP doesn't exist.

The 12 gauge will shoot all of its .32 caliber pellets at about 1300 fps. The typical .32 Automatic with a two or three inch barrel will shoot its bullets at about 800-900 fps.
The power difference is substantial especially given the fact that all the pellets from the SG arrive within milliseconds of each other.

So the 00 Buck have about a 50 % velocity advantage, and arrive at the same time, causing more shock.

About penetration - I don't know. Maybe some one else does.

Every time you double the velocity of a given projectile, you quadruple the kinetic energy - which any person with even just a 1st grade education could tell you it will penetrate further.
A single #0 buck .32cal ball weighs about 49grains.
@1300fps each ball has about 183ftlbs of energy.
The .32acp follows up with:
65gr bullet @ 925fps = 123ftlbs of energy
71gr bullet @ 900fps = 127ftlbs of energy.
