    Default q's about proposed pa laws

    went to the gunshow in hamburg yesterday. someone was mentioning a law being proposed. and since im too lazy to dl chambered rounds zip file , unzip it, and look there, i thought id open this up for conversation here.

    ive heard of a law being proposed that would require long arms in pa to go through a dealer for transfer.he assured me that its passage into law was now inevitable. what i havent heard before, is that he stated that ALL firearms that you owned would then have to be registered through an ffl. there would be a certain amnesty period for people to register all of their guns, and after that there would be a stiff penalty for anyone caught with a gun they didnt register.

    is this true???

    how???

    i was under the impression that there was a FEDERAL law that any registering information records CAN NOT be kept by the state. all records must be destroyd after the transfer has been completed and pics was approved. so how would they know, unless they were breaking frderal law???

    any input???

    Suggest catching up on your Federal firearms laws...I sure need it. >link<

    Also take what you hear at gunshows with a dumptruck full of salt. The carny atmosphere should be an indication of accuracy, or perhaps the near absence of it.

    Have a look, most of the legislation is still tied up in committee, but that doesn't mean it should be ignored.

    looks like it was hb760 he was talking about, made it sound like it was bundled into on big law they were trying to pass.

    yeah, i know the guy didnt seem to smart, but, id rather know for sure what was going on.

    There's some really terrible proposed legislation out there now.
    I had no idea how bad it really is.

    A thumbnail sketch lifted from the ACSLPA site:

    Anti Gun Rights Bills Summary as of April 2007

    HB 18 - allows local municipalities to establish their own gun laws
    HB 20 - mandatory secure gun storage
    HB 21 - establishes the crime of brandishing a firearm
    HB 22 - limits handgun purchases to one per month
    HB 23 - allows Philadelphia to limit handgun purchases to one a month
    HB 24 - requires the tracing of any firearms seized from a minor
    HB 25 - permits Philadelphia to ban so-called assault weapons
    HB 28 - makes it a crime to possess a firearm within the city of Philadelphia, period
    HB 29 - requires reporting a stolen firearm within 24 hours and allows PSP to establish a database of stolen firearms
    HB 30 - requires annual registration and background check requirements for owners of rifles and special storage and transportation requirements
    HB 35 - requires study of new micro-technologies
    HB 73 - bans pigeon shoots
    HB 277 - requires ballistics identifier database and mandates trigger locks
    HB 291 - bans all handguns except non-existent "smart guns"
    HB 452 - bans firearm ownership by anybody treated voluntarily in a mental health facility
    HB 485 - allows Philadelphia the power to establish its own gun control laws
    HB 608 - stiff penalties for selling a firearm without a lock AND establishes civil liability for damages for the misuse of your stolen gun, i.e. you get sued
    HB 760 - requires annual registration for all firearms except antiques and machine guns and other requirements
    HB 957 - prohibits Five-seveN (5.7mm) pistols

    That's pure genius, it's your fault that someone else steals your gun and shoots someone. I think the root of our country's problems is that no one wants to take responsibility for their own actions, they like to play the blame game. This goes for the random frivolous lawsuits you hear about as well, like the old lady burning herself with hot coffee from McDonald's.

    What I'd like to know is, what do they really think a law like that will accomplish? The prisons aren't crowded enough?

    All kinds of really awful laws are introduced in the state legislature in any given year. Any member can propose legislation, so most of them do, and most of the legislation will never get anywhere.

    It may be true that bad legislation is inevitable, over the long term, because over the long term anything can happen. But I wouldn't get too worried about legislation until it gets on the agenda of whatever committee it gets assigned to.

    I would encourage people that want to be informed about this stuff to join a pro-gun organization that will keep you informed of what's going on at the state and federal level. I have suggestions, but they reflect by biases, and would be:

    NRA for federal stuff
    PA Federation of Sportsmen's Clubs
    Allegheny County Sportsmen's League
    Firearms Owners Against Crime

    Those are just some suggestions. You can't swing a cat in Pennsylvania without hitting one group or another, but those are the ones I would recommend.

    But since you've gone to so much work, we need to add the following:
    HB 784 Makes knowingly selling a firearm to an ineligible person a felony.

    HB 785 Mandatory Sentencing for conviction of a crime involving firearms.

    HB 1536 Requires training at a PSP "accredited" safety course.

    HB 1633 requires registration of firearms in a city of the 1st class

    HB 1733 establishes a database for lost/stolen guns.

    HB 1746 Allows a city of the1st class to write its' own laws regulating firearms.

    HB 1734 Exempts LEOs from gun sales requirements.

    HB1744 Give state attorney general superior powers in conducting investigations into "multiple sales" of firearms. Requires a "notice of responsibility" be provided to handgun purchasers.

    and in the Senate:

    SB 48 Assault weapons ban (IIRC)

    SB 1042 One gun per month in Philly.

    SB 1043 One gun per month.

    So there it is kids, I haven't listed the PRO-GUN bills (not that there are many to begin with), and I believe that all of these are still in the Judiciary Committee.

    I really hope that every PAFOA member has sent at least one letter to his Rep denouncing these bills.
