The AR15 lower doesn't need to deal with the pressure of the fired cartridge, it is simply a housing for the trigger group and a way to hold the buttstock on.

Also, why is it that most receivers cost at least 2x as much as this item listed? Is this just a super-good deal? Or has quality been compromised somewhere?
Should be able to handle the pressures. There are other factors as to why prices are low.

    like:
    supply & demand
    over-production
    slight errors
    clearance for newer models
    clearance to pay bills
    reduced manufacturing costs

The receiver's main job is to hole the lower parts (trigger, springs, magazine, stock, etc) of the rifle together. It does not have to tolerate any real significant pressures. The caliber is determined by the "upper" that you put on the lower, and what the barrel is chambered for. Obviously as others have said, you can only go so large before the lower dimensions cannot accomodate the cartridge. Either way, it is the chambering of the barrel and the bolt carrier group that will need to tolerate the pressures. The short answer to your question is yes, you can built an AR with the right upper, that will handle pressures of the 5.56 NATO. Notice, you MUST have the rifle chambered properly.

Edit: sorry to sound like a parrot, others beat me to it

Don't forget the 458 Socom. It even uses the .223 / 556 mags.

    Yes I do.
I just finished putting it together a couple of weeks ago. I haven't shot it yet as I'm having trouble finding ammo for it.
