We’ve been Under a constant State of emergency for more then 2 years, rapidly approaching 3.
The answer is yes, but you must have a LTCF or meet another exemption.
Not that due to a court ruling, the other exceptions (act 235, being a cop, whatever) may not actually exist and it is best to have a LTCF even if you otherwise would not need one."Cives Arma Ferant"

We've been under a SoE for practically 3 years. Unless exempt under 6106(b) - carrying openly on public domain of any type of firearm(handgun, rifle, shotgun, etc) requires a LTCF.

The opioid SOE is purely symbolic. There are many people here that open carry and I have not heard of any of them being questioned or forced to show a LTCF due to the "state of emergency" for the last three years. (Guys, correct me if I am wrong).
But that does not mean you should break the BS law. Just get your LTCF. There are not that many places you can open carry within walking distance to your house anyway. You can not transport a firearm in your car then open carry.

No, but it doesn’t mean that you might not get gemmed up.
Look at that perfectly valid shoot in philly a few years back. Armed security guard was helping a neighbor move after work. Got robbed. Gets control of robbers gun. Shoots robber during struggle.
Philly PD rightly says “nothing to see here, good shoot” and he is except due to having act 235 so no concern about him having his own firearm.
Philly DA had him changed for not having a LTCF, and it stuck."Cives Arma Ferant"
