Shipping question
What are thr rules for shipping a complete upper AR-15 barrel assemmbly. I have a buyer in Batavia, NY, who wants to buy a complete Ar-15 upper assembly. Can I ship it FedEx ground. Thanks for your comments.

I'm pretty sure you can ship it any way you want to. An upper is not a gun.

^^^^^^^^^^ That is correct. No rules apply to gun parts - and that's all a complete upper is - so you're free to ship as you see fit.

You can ship an upper receiver or full upper assembly via FedEx Ground, UPS or USPS. You don't have to ship it any special way if you don't want to. USPS Priority Mail with insurance and delivery confirmation is the way I would go. IIRC that would be one of the cheapest ways to go.
The lower receiver is what is considered the "firearm" and as such, to ship to a person outside of PA, it would have to be shipped to a FFL.
