somali pirates did actually start out as a sort of somali coast guard, but they have very much gone beyond that.

when the somali government collapsed, fishing vessels from other countries came and overfished somali territorial waters (without paying any fees to somalia) because there was no one to stop them.

vessels from other countries also started using somali territorial seas to dump all kinds of garbage including nuclear waste. again, there was no government to stop them.

so, the original somali "pirates" took it upon themselves to stop this stuff from happening.

while this in no way justifies what many of these pirates have done (as they have moved way beyond that and into just plain criminal piracy), these are real issues that cannot just be ignored.

To me that's sort of like saying whatever the shitbag's name is in Pitt started in Marine boot camp and ended up killing three cops. What he has done is so far removed from what was happening when he enlisted (prior to assaulting a DI) as to be irrelevant.

Sure some of the Somali pirates may have started as privateers (to be more accurate), but what is happening now is so far removed as to not be worthy of note IMO.
