Per the judge's statement:

U.S. District Judge Nicholas Garaufis found that the written tests had "discriminatory effects and little relationship to the job of a firefighter." Garaufis also concluded that the "examinations unfairly excluded hundreds of qualified people of color from the opportunity to serve as New York City firefighters," thus, he said, constituting employment discrimination.

Employment tests have to be strictly vetted to ensure that they test only skills that are directly relevant to the job at hand. You could not include college level math just for fun, for example, because then you bias the test in favor of people who have had higher education in general, which indirectly discriminates against minorities.

Tests must also be free of cultural bias, for example physics problems should not be all about golf (a predominantly white sport). I haven't seen the tests in question here, but these are the general principles.

Facts aren't racist, only false implications from the facts. It's not racist to note that white people are more likely to hold a college degree than black people.

I mean I had damage control tests in the Navy (written and actual run into a burning space with a hose and 5 other guys) and I don't know how racist asking questions about Class A, B, C, D and O (Class O fires are 'O-SHIT' like when a rocket motor catches on fire. Nothing like a racist drill where 20,000lbs of solid rocket propellant goes off).

How can you expect the civilized world to take these complaints seriously when FACTS are racist? The sun rises in the east... I'm sure someone, somewhere is offended by that.
