Apparently HST is the improved Hydra-shok line. I'm not up on Federal's ammo lines, but in just putting exactly what you wrote in the post into google the first response was a post on glocktalk that states:

HST stands for Hydra-Shok Tactical. It's basically a modernized Hydra-Shok which seems to have better performance.
The HST uses a standard copper alloy jacket, while the Tac Bonded has the copper alloy jacket bonded to the lead core through a special process. The HST will expand more, but the Tac Bonded will have better barrier penetation and as all bonded bullets do it tends to penetrate more deeply.
My preference is deeper penetration which was also the preference of the FBI who just bought a contract with Winchester for .40S&W Ranger Bonded ammunition. Personally, I think the Federal ammunition is better, but it is also more expensive. Sometimes budgets win out over performance.
My carry load right now is Federal Tactical Bonded 9mm 135gr+P. Civilians can buy both ammunition types. Here's a good source:

i was just curious because the box the ammo came in is not on federals web page. i usually carry hydra shock but i liked the way this stuuf shot. 230 grain(+p) hst jhp.
