Is it safe to assume thats a good thing? I just happened to notice that I got 12 of them while checking my user cp.
what do they do?

They make you feel happy with their green glowing glowing greenness. But really it means someone liked something you said and decided to give you points for it. Or they didn't like it in which case they are negative points.

At the top right of a post you want to give some rep to there is a little scale image. click it and type in a comment.

If you want to see what you have click on User CP at the top left, and scroll down. You can see who left you rep and for what post.

Good stuff!
I find it hilarious how some people react to negative rep points the same way they'd react if you ran over their dog with your SUV in front of their children. It like.... totally ruins their day!
