You can OC at 18 so long as you are on foot EVERYWHERE. Meaning no car, bike, train, bus.... You get the idea. You also cannot drive somewhere for the purpose of OC.

correct. You can only transport to the usual legal places. Gun store to home and vice versa, range and back.

Actually, that is not that great for searching. Try the dropdown menu at the lower right hand corner of each forum page that is labeled "Forum Jump" and choose "Search Forums". That one works a lot better. (It isn't on the main page, but each forum and sub-forum should have it.)
