Shipping a rifle
I recently sold a 10/22 magnum via gunbroker. I thought the receiving end had to be a FFL and that I didn't need one for a long gun. I tried shipping through UPS and Fed ex and they both say it needs to be shipped FFL to FFL is this true?

If it is a long gun shipped in state it does not need to be shipped via FFL, you can ship right to the person; however, If you ship out of state it does need to be shipped FFL.

(B7) May a nonlicensee ship a firearm through the U.S. Postal Service?[Back]
A nonlicensee may not transfer a firearm to a non-licensed resident of another State. A nonlicensee may mail a shotgun or rifle to a resident of his or her own State or to a licensee in any State. The Postal Service recommends that long guns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms. Handguns are not mailable. A common or contract carrier must be used to ship a handgun.

A nonlicensee may ship a firearm by a common or contract carrier to a resident of his or her own State or to a licensee in any State. A common or contract carrier must be used to ship a handgun. In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm.

So why would UPS and fed ex both tell me they can't ship it?

If you are shipping a long arm to a person within PA you can mail it (USPS) or ship it via common carrier (UPS, FedEx). If it is going out of PA then it must go to a FFL in that state.
I have never had any problem with either UPS or FedEx when shipping a long arm. Just make sure that you are shipping from the main office. Satellite outlets like Staples or Kinko's or Mailboxes, Etc., typically won't because they don't know what to do.Ron USAF Ret E-8 FFL01/SOT3 NRA Benefactor Member
