Carry in Philly
I'm getting conflicting info. Is my PA Carry Permit valid in Philadeliphia? I understand PA law, but was informed that being a 1st class city, Philly could restrict carrying.

A PA LTCF is good in the whole state including Philly.

I think you are getting open carry mixed up with concealed carry.
You can (and should) carry concealed in Philly, but you can not openly carry in Philly.

A lawfully issued license to carry, issued anywhere in PA is good "anywhere" in PA, including Philly.
§ 6109. Licenses.
(a) Purpose of license.--A license to carry a firearm shall be for the purpose of carrying a firearm concealed on or about one's person or in a vehicle throughout this Commonwealth.

You CAN carry openly with a permit in Philadelphia. However the Philadelphia P.D. will waste no time in disarming you. Your gun will be in a PPD property room until such time as you sue to get it back. You might get your five or six hundred dollar gun back, after six months and a few thousand for the lawyer.
That is what happens when a police force uses the laws to enforce the will of politicians rather that the letter of the law.

That is a very common misunderstanding. I took a course a couple of years ago because I needed a training certificate to submit with my FL CCW permit application. The instructor told the class that open carry was illegal in the City of Philadelphia. I very carefully (so as to not embarrass or affend the instructor) explained the correct details regarding this specific issue. He handld it very professionally and we discussed it in greater detail at the end of the course. He even ask me to please send him the references. He was not doubting me but rather he too had been taught incorrectly by someone.

Yes perfectly LEGAL I carry everyday in the city as should you. In Philly you are more likely to get shot than you are in Iraq!! I read it in the Philly paper no disrespect intended to the military people in here. Carry as much as you can just keep concealed the police are very edgy since officers have been getting shot and one unfortunate one has died. RIP Officer Cassidy and my prayers go out to his family.

From Commonwealth v. Hawkins;
(4) In all parts of Pennsylvania, persons who are licensed may carry concealed firearms. 18 Pa.C.S. § 6108. Except in Philadelphia, firearms may be carried openly without a license. See Ortiz v. Commonwealth, ___ Pa. ___, ___, 681 A.2d 152, 155 (1996) (only in Philadelphia must a person obtain a license for carrying a firearm whether it is unconcealed or concealed; in other parts of the Commonwealth, unconcealed firearms do not require a license).
