Lehigh, Bucks, Northampton counties - any issue LTCF 'over the counter'?

Looking for a possible 'over the counter' issue of a LTCF for a visiting friend. Lehigh, Bucks, and/or Northampton counties would be closest to their lodging. Do any of those issue on the spot?

Not for non-residents.

Not sure if a non-resident would be "over the counter"... that one might take longer.

The man in front of me in Doylestown was a temp. county resident w/ a green card. Might be worth trying...

After posting, it occurred to me that on this occasion, they will only be here on Saturday and Sunday, so they won't be able to apply even if there were "instant" service.
