AR Pistol/Lower Question
What determines if an AR Lower is registered as a pistol?
I recently purchased an AR Lower through an FFL and had to fill out the pistol form also.
The lower has a stock on it, but I want to take the stock off, put an AR Pistol buffer tube on and an AR Pistol Upper (11.5") on it.
Can I legally do this / what's the scoop.

Does the form differentiate between a rifle or pistol?
I was told it was transfered as a pistol at the FFL.

They said they transferred it as a pistol, that might just mean they did the PSP form in addition to the 4473.

The problem you have is that the lower already had a stock on it when you purchased it, correct? That means, it is a rifle. You cannot legally remove that stock and build it as a pistol. You would need to have a virgin receiver to build it as a pistol. Look at the link posted above and look at the last post from GunLawyer001. That outlines the issue with the statute.

There is no registration in Pa.
A stripped receiver is a pistol or a rifle depending on how it was assembled initially.
If a dealer had you fill out the SP4-113 when transferring/buying a AR-15 receiver the dealer did so because the dumbasses at PICS are telling dealers to do so... in direct violation of the law (18Pa.C.S.6111)_________________________________________
