Default FTF long gun sale from Pennsylvania to Delaware

Is it legal to do a face to face transfer with a bill of sale from a Pennsylvania resident to a Delaware resident of a long gun basically a 22 lr rifle?

If not how would I go about doing it?

    Thanks

No. As long the the item is not restricted by any DE law you can do a transfer at a FFL in either state. Federal law for interstate transfers.

Handguns would require a transfer in the buyer's state.
While many claim to support the right, precious few support the practice.

So could I load the rifle in the car drive to Delaware and transfer it? Or is there a law against that

Long guns must be unloaded in vehicles

In PA you'd be good outside of Phila (or with LTCF)

    I don't know DE law

For both clarity and legality, let's say PUT the rifle in the car and drive it there (rifle unloaded!).
Yes, you can drive it to his FFL or he can drive to your FFL, legal either way.

Under federal law, yes, but it's probably a good idea to check DE's transport laws as well, before making the trip.
