Mailing a stripped Ar15 lower
I sold a stripped ar15 lower to someone who lives out of State. I know that I have to send it to a FFL in his State. Could I mail the lower thru USPS?

Maybe. I believe that this is where the hairsplitting goes into effect. If it was assembled into a handgun originally, no because it is still a handgun and you cannot mail handguns. However, you can mail long guns.

You can mail antique firearms, rifles, and shotguns. Not handguns or other firearms.
A stripped receiver denotes that it was once assembled and would likely fall under how it was assembled prior.
A virgin receiver has never been assembled. A virgin receiver cannot be mailed by a non-licensee because it is neither a rifle or shotgun(or antique firearm).

Q: May a nonlicensee ship a firearm through the U.S. Postal Service?
A nonlicensee may not transfer a firearm to a non-licensed resident of another State. A nonlicensee may mail a shotgun or rifle to a resident of his or her own State or to a licensee in any State. The Postal Service recommends that long guns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms. Handguns are not mailable. A common or contract carrier must be used to ship a handgun.

I bought the lower stripped and it was new and never was put together as a pistol?

So what you are saying even if the lower was not put together as a rifle I cannot send it thru the USPS to a FFL dealer? I have to have a FFL send it out?

OK..... I am selling this lower to someone in another state. I am mailing it to a FFL gunshop not to the person I sold the lower to. Would I be ok or should I have a ffl in pa. to mail it?
