Default Help ID a 9mm round

I'm trying to figure out the brand and line of this ammo. It is department issue ammo for Philadelphia, for what that's worth. Any help is appreciated. Thanks!

Line around the top 1/3 of the casing, not sure what the name for that is.

Headstamp is F C over 9mm Luger. Federal?

Hard to see anything besides that it is a JHP round. The jacket ends at the cavity, and is lightly scored several times on the outside. There is no lead visible if you look at the round from the side, even on the sections of the jacket that are scored.

The "FC" stamped on the bottom means it was made by the Federal Cartridge Company. There's no +P or +P+ stamped on the bottom, which means we're talking about standard pressure rounds. Assuming Philly buy the "Law Enforcement" series of Federal ammo, they're probably either HST's or Hydroshocks. You can find info about both of them from ATK's Law Enforcement Ammo site. ATK owns Federal Cartridge Company, as well as other labels.

Plain old Federal (Cartridge) 9mmx19 hollowpoint. The annular line about a third of the way down on the casing is a cannelure ring, there was a time when it was used to increase the grip strength of the casing on the bullet. Modern swaging made this largely unnecessary.

The scoring on the bullet is to control the exact point that the jacket begins separation, and thus optimize deformation and energy transfer into the target. Watch what happens at 4 mins, 55 seconds into this video for a good visual of this type of bullet in action:

Gloria: "65 percent of the people murdered in the last 10 years were killed by hand guns"
Archie Bunker: "would it make you feel better, little girl, if they was pushed outta windows?"
