Doesn't make sense. If true, why just 209 primers? What makes them special? Whoever started this one did a poor job.

This might be an 'urban legend' holdover from a proposed regulation by the ICC to classify primers 'explosive' which would have required delivery services like UPS and Fed-EX to put on a second driver to stand 'shotgun' with their vehicles during deliveries. Under ICC regs a vehicle containing explosives cannot be left unattended.

Of course, if this happened with primers the costs would be prohibitive and essentially halt all deliveries except to large retailers and distributors.

The NRA fought this about a year or two ago and had the proposed regulation rescinded.
