The transfer has to go through either your county sheriff (fat chance) or an FFL. The FFL will run a PICS check on your cousin (make him pay for it).

Take handgun and said cousin to a FFL/gun shop.

Explain that you need to transfer the handgun to your cousin.

    Both fill out forms.

A call is made to PICS.

Once approved, paperwork is finalized and handgun now belongs to your cousin.

    Pay transfer fee.

    Done.

Call around first to get prices for the transfer - the fee ranges from $20 to $50, so it pays to make a few calls. Just explain that you need a price for a handgun transfer in the shop between you and the buyer. (There are different types of transfers and they are not always the same fee)

ETA: I assume that you were asking because this is going to a "family member".
"Cousins" do not fall into the small group of exceptions that can gift a gun without an FFL.
