It's probably an internal shipping thing.

I.E. Due to the low supply of ammo, a company may mark LEO Only and No LEO Usage to keep supply chains fair.

Actually, that's ammo that simply, for one reason or another, fails to meet the exact LEO specs (hard primers, changes in manufacturing processes or construction etc...).

"Reclassified" ammo from Speer/Blount. "The ammunition that has been reclassified somehow failed to meet a contract stipulation. It is safe to shoot. Most is likely suitable for defensive use, but it would depend on the exact problem. A large quantity fell out for poor nickel plating on the cases. This nickel plating would not compromise the use of the ammunition, but flaking could present functional problems. Inspection of the ammunition you have should be able to determine if there is any worry in that regard. Other lots were reclassified for other reasons. In general I feel it is best to use it for practice and to prove functioning in the gun and stay with ammunition that was not reclassified for actual carry." - Guy Neill, Blount

That particular lot fell below speers standards for one reason or another. Note that the standards are quite high, so theres an very tiny chance that the ammunition will do anything other than function perfectly. I wouldn't chance it for SD use though.

yeah, you can use FMJ for practice for a lot less. I can see getting some if it's your carry load and you're doing something like a vehicle tactics class and want to see what your carry round does to cover.

I have bought those Not for LE boxes. I have never had a problem with any of them. The dealer I got them from said it was due to an internal QA policy of the manufacturer.
