    Is it legal to do a FTF (with no FFL involved) sale of a rifle:
    the buyer a resident of PA and the seller a resident of VA in VA?

    What's the legal process of buying a firearm from someone in VA?
    Does it have to go through an FFL in VA to an FFL in PA?

    Legally the private party could mail it via UPS to your FFL in PA, however I have heard some FFLs will only accept it if it is from another FFL. They could also meet you at your FFL in PA and do the transfer. No legal need I know of to involve a VA FFL, only one in PA.

    What about this... can I buy a complete 16" upper from CMMG and have them send it to my residence through the mail though I'm not an FFL?

    anything but the lower receiver can be shipped directly to you....

    Yes. An upper is not a title 1 firearm. The stripped lower is. Everything else is just "parts".
