SBR Transfer
Question: I am in PA and buddy in MD wants to by my Semi Auto SBR. He has a Class 3 dealer in MD that will do the transfer. I am just making sure that I follow the right steps.... here is what I think I have understood from the class 3 dealers in PA and MD that I talked with:
1. I fill out a form 4 (seller info) and send it to the dealer in MD with $200
2. The dealer in MD fills out the buyer section and sends off the paper work.
3. Wait
4. When the paper comes back approved, I go to my Class 3 Dealer in PA and have him ship it to that dealer. The PA Dealer will have a signed copy of the Class 3 Dealer paperwork from the MD Class 3 Dealer.
4. MD Dealer now "owns" it.
5. Friend in MD now files his form 4 with $200 buy it from the MD Dealer.
6. Wait
7. Paper comes back approved, my friend is good to go...
Am I missing anything?

Not quite.
When the paperwork comes back to you, Approved. YOU ship it to the Maryland c3 directly (via USPS Registered/Insured).
PA c3 dealer is not involved in the transfer and you cannot leave it with him to ship for you. It wasn't "transfered" to the Pa c3, the paperwork shows "transfered" to the Md c3.

gun bowana is correct, no PA C3 dealer is necessary to be involved in the shipping in this case

when moving across state lines you need a dealer involved.
if the gun is on a Form 1, or Form 4 in private hands, it costs a transfer tax to move it.
from seller to dealer in MD, $200, from dealer in MD to buyer in MD, $200.
if both guys were in PA, or MD, it would be a single tax, but when going across state lines, from private to dealer, its a double tax.
if it was an item "on" a form 3 in a dealer in PAs inventory to dealer in MD, then to buyer, it would be a single tax, as dealer to dealer transfers are covered under license."Oderint Dum Metuant" - BMFH

Just some more information on NFA firearms:

Individuals not otherwise prohibited by Federal, State, or local law may lawfully acquire an NFA firearm in one of three ways:
A registered owner of an NFA firearm may apply to ATF for approval to transfer the firearm to another person residing in the same State or to a Federal firearms licensee in another State;
An individual may apply to ATF for approval to make and register an NFA firearm (except for a machine-gun); or
An individual may inherit a lawfully registered NFA firearm.

I got the paperwork back approved (form 4 - selling it from me to the dealer) and now I need to ship to the dealer in MD. Any suggestions on what carrier to use and what little speed bumps I should know about?

UPS< your dealer should be shipping it if its on a F4 in his name

Thanks for the response.....
I am the owner in PA and sold it to a Class 3 Dealer in MD who then will be selling to friend in MD. I am trying to get it moved to the dealer in MD since he is now the official owner. I was told since it was a Class 3 that I need to send it direct from me w/ the approved form 4 to the dealer so I am trying to use the best carrier.
