    Default Shipping rifles interstate

    I have a C&R license and a collector in Oregon also has a C&R.

    I need to ship a C&R qualified rifle to him.

    Under current law is it OK to go directly to him, not through an FFL dealer?

    Also what carriers will do it and which is the most reasonable?

    Yes it is legal for you to ship a C&R-eligible long gun directly to another C&R holder in any state, assuming there is no law against that gun in the buyer's state (usually related to mag capacity; as an example, an M1 carbine is not legal in NJ I believe). You can use the US Post Office or UPS or Fed Ex for this. USPS will most likely be your least expensive option if you ship Priority. Don't forget insurance.

    I once tried USPS to ship a C&R rifle in PA and they refused saying it only can ship FFL to FFL.

    They were wrong. I ship rifles through USPS all the time. Here's the link to their site and regs: http://pe.usps.com/text/pub52/pub52c4_008.htm

    The important part is this:

    Unloaded rifles and shotguns may be mailed if the mailer fully complies with the Gun Control Act of 1968 (Public Law 90—618) and
    18 U.S.C. 921. The mailer may be required to establish, by opening the parcel or by written certification, that the gun is unloaded and not excluded from mailing because of the restrictions in 432.1b and c.

    It is correct that only the reciever must have an FFL if going across state lines.
    You are both FFLls though. Type 3 FFL to Type 3 FFL.
    Bring copies of yours and the receivers FFL.

    That was localized dumbassery..

    The law says otherwise.

    Just an example: A FFL can mail a gun to a non-licensee if the FFL is returning the gun due to repair or replacement regardless of state lines.

    There are a couple other examples when a FFL isn't required on one or both ends.
