Rewelding receivers
Does anyone know of anyone in the pittsburgh area that as experience rewelding receivers?

Probably something like this ...
Anyone that re-welds receivers like Matt Yeamans has to have their Manufacturers license. If your with him the whole time, I believe you can have any welder do the work. But again I'm not sure if that's correct or not, but you would have to be basically standing by him the whole time.
What you would need to do if that is true, is just find any good local welder and ask him. If he agrees head over to theakforum.net and buy a set of repair plates from the EE there.
In all honesty though, unless the welder is knowledgeable about guns I would just sent it to Matt. Much less of a chance of screwing up the kit. I've sent all my re-welds to him. If I remember correctly, didn't he do a yugo one for you before?

nope,
Only if you're making money from it or making post-samples for demo.
Anyone can do it long as what you're making meets all current guidelines pertaining to firearms.
go over to Prexis and see for yourself what folks are building.

If you do it yourself then you definitely don't need a license, but if your doing it for other people I'm pretty sure you need a license. I highly doubt that the ATF would be fine with people making firearms without a license whether they are doing it for free or not.

IF you're doing it for someone else They have to have "Hands on" in the building process. IE: you bring me your parts over and I weld them up , You have to help and all of it goes home with you each trip.
IF you're doing mass quantities for various people , yea you'd need to be licensed. Especially if there's money involved.
