i want to get competitavly involved in idpa/highpower rifel shooting dose any one have any helpfull info

The best source for info on highpower rifle is the forum at nationalmatch.us. Registration is required to view the forum. If you have any specific questions I can probably help you here.

What rifle did you have in mind for this? Highpower matches are typically shot with metallic sights, however if you asked a match director beforehand you may be allowed to participate with a scoped rifle.
There are reduced course matches held at Mechanicsburg and York. There is a clinic being held at York on April 5th which would be a good place to get started.

i was hoping to use my mossberg 30.06 for this untill i can buy something better/ i also shoot a m1 carbin what do you recomend

Of the two the M1 carbine would be my choice. York has club rifles available to loan out for matches which may be a better option. Here is the link to York's website, contact info is in the match or clinic links.

If you have a military type of rifle, you can participate in Military rifle shoots
If you want to participate in IDPA, then there are local IDPA matches that you can get involved in

great forum, there is another site for NEIDPASCORES... forget the link... but gives info on local matches as well.
for IDPA... there are some limitations on weapons not allowed (ported, scoped ,etc). There are some limitations on the holsters you can use... but they are pretty reasonable IMHO.
For the most part... unless you are shooting from a speed rig... local matches won't sweat you too hard.
