May I register in PA a fully automatic russian made AVS 36?
Hi all
Need a sound advice (hopefully with references) on how to register a russian made fully automatic rifle AVS 36 (produced in late 1930's).
The gun is currently owned (and registered) by FFL class III dealer in Arizona.
It is very expensive so need to know for sure of any pitfalls before I commit.
I am a C&R in PA, long time collector.

Speaking as a PA resident and owner of transferable select-fire NFA weapons, if you are not prohibited to own firearms you can own in PA as a private individual a full or selective-fire NFA weapon provided it was built or assembled prior to May of 1986. No MGs made after May 1986 can be transferred to individuals; only to Law Enforcement organizations and other FFL/SOTs.
If the AVS36 was entirely made prior to 1969, it would be considered a C&R. This includes if it was assembled from a parts kit onto a receiver made by others, but before late 1969. The weapon in its present form must be provable to have been made at least 50 yrs ago to be a C&R. In that case, the FFL in AZ can ship it directly to you, once the Form 1 transfer is approved.
If the AVS36 was made after 1969, it is NOT considered a C&R even though all parts except for the receiver were made more than 50 yrs ago. In that case, two transfers will be needed, one from the AZ dealer to a PA dealer, and one from the PA dealer to you.
