noob with some NFA SBR ?'s that weren't answered in sticky
I basically want a sbr ar but don't have the funds to come up with it all at once. Since the only serialized part of an ar is the lower, would I be applying for the lower that is in the dealers possession or can I do this with a stripped lower that is already in my possession.?

You can use your lower but it has to be marked with your name and location.
Or get one from Anvil arms and it can be engraved for $35 (I think), get a design lasered into it too for now cost. Fill out a form 1 and you are good to go!

who exactly would be the CLEO if I live in a borough. Borough, Allegheny County police or sheriff?

CLEO goes from Local PD Chief, to Sheriff, or the DA for your county.
as for the F1, if you ar doing the F1, the gun(receiver) has to be in your posession, and owned by you, not the dealer.
