Transfer AR upper from PA to NJ

I just want to make sure I am correct.

I can sell a full Ar15 upper to someone in NJ without doing the transfer through an FFL. There is no lower involved. Also flashed hider is not pinned.

You can ship right to there door. Im not sure if NJ law requires pinning or compensators only.
