    My Utah permit finally arrived today! It was mailed three months to the day that the check was cashed.

    But why a Utah permit for somebody from PA?

    Having a UT license allows someone from PA (for example) to carry in these states

    Is it true you can do the whole Utah process via mail and don't have to go in person at all?

    Well, you do have to take a safety course in person from an approved Utah instructor (a few are here in PA)...but other than that...it's all done by mail.
