The youth minister who owned the sawed-off shotgun used in the fatal shooting of a 15-year-old girl following a church function was charged Thursday with involuntary manslaughter.

Keith Owens, 21, a youth minister for Petra International Ministries in Penn Hills, also is charged with endangering the welfare of children, corruption of minors and having a prohibited offensive weapon in the death of Chelsea McAllister, a sophomore at West Mifflin Area High School.

A Penn Hills teen has admitted accidentally shooting McAllister in the face Nov. 20 inside the Duquesne home of the youth minister, about a block from the girl's house.

The shooting occurred after McAllister and several friends attended a church service at Grace Community Ministries in the Hill District, where she performed with a Christian mime troupe.
