Please help
I am selling a long arm currently and have a buyer need some help. He his a ny resident I am a PA resident. I know we can ship from my ffl to his ffl in NY. Is a ftf possible? We're looking to meet here in PA and him driving back to NY with it. Is this still possible with a bill of sale? Or is the only option ffl to ffl? Any responses much appreciated

IANAL, however as far as I'm aware there is no instance where you can transfer to an out-of-state resident. It's got to be shipped to an FFL in his/her state where they can pick it up. There is a sticky about shipping firearms/long arms that gives more details about the shipping end...

HAS TO go through an FFL in either state for long guns. Firearms must be an FFL in the Buyers home state for interstate transfers
Federal law is satisfied if he drives to PA and transfers at your FFL.
He also needs to consider his travel back to NY though and state law.
That part is hairy for me

Not legal with only a bill of sale, an interstate transfer requires an FFL. You can meet FTF in PA or NY as long as the transfer is done using an FFL.
You may want to call ahead to the FFL to make aure they are ok with a transfer to a NY resident, as long as the long gun is legal in NY it shouldn't be a problem.

Keep in mind, NY has an Assault Weapon Ban. If your gun fit's NY's definition of an Assault Weapon, and he is trying to talk you into doing a FTF = more than likely he is knowingly trying to break NYS's law(plus federal law in the process).

Thanks for the concern mod, its a HP 995ts only 10rnd capacity, and he's willing to do the transfer at the FFL, I was just concerned if we were allowed to do tranfer at a FFL in PA then him transfer it back to NY.
