Default 2A erosion: How's it gonna go down under Hillary?

I think they'll approach it -heavily- from the expense side which they can claim has nothing to do with restricting 2A rights... They'll pass flat-out taxes and fees, or 'reasonable' regulations that just happen to vastly increase expense. It'll come in phases, and in the later phase, they'll start to actually attack the 2nd, not just make it expensive. But they can get most of the way there JUST with 'fiscal' measures, probably all done by EO as "clarification" of existing regulations:

2017-2018. Republicans hold House and (maybe) Senate with slim margin. Still have enough leverage to insist Scalia's replacement not CRAZY-LEFT, so court isn't "fully" packed yet.

    1. "Safety Fee" imposed on sale of firearms. 25-33% range. Justified as funding "safety education and gun victim's compensation fund" under BATF (That no 'victim' is ever actually compensated will be dismissed as "conspiracy theory!"...)
    2. High tax/fee on sale of ammo. Similar, if not more. Might even be "per bullet"...
    3. Tracking of ammo purchases: You have to show ID and be logged to buy ammo, just like with Sudafed at the pharmacy. Per-purchase limit, again just like Sudafed, say 50 at a time. No overt "total limit," but if you are "buying too much" you come under scrutiny and get made real uncomfy.
    4. In addition to all that, ammo companies have to legitimately raise their prices massively due to a) new safety 'regulations' for manufacturing and b) hugely increased incidence of theft/shrinkage/shipments being hijacked... Bad guys gonna get bullets no matter what. Many former drug cartels turn to smuggling ammo instead - more profitable! Criminals get even more aggressive since they now gotta pay for them 'spensive bullets'.

2019-2020. Republicans lose Senate and (probably) House in midterms. Notorious RBG has retired letting Hillary 'lock in' another liberal seat with a younger judge. At least one of Thomas, Alito and/Or Roberts gets sick, dies, retires or commits suicide by shooting themselves in the back of the head from 25 yards, giving her control of all three branches of the government.

    1. Turns out the 'safety & education' part of BATF is way over budget! Obviously, we can't have that contributing to the deficit! So taxes/fees on weapons & ammo at least doubled if not more. I can easily see 100% tax levels.
    2. Annual limit on purchase of ammo. __ per year per caliber, ___ per year total in any case (I'm guessing 50 and 100). That'll be "per household". "We're not taking away your bullets, just keepin' it reasonable!"
    3. "Dangerous Ammo" subject to surcharge/fee. Anything but regular-charge FMJ target rounds has ANOTHER 100% 'safety fee'. Or they might even just try to ban 'em outright. It's all about the safety, folks.
    4. Background check required for ammo purchase (along with background check fee). So now you're probably paying a $40-50 check fee for your max purchase of 50 cartridges, on top of the 100% tax/fee.
    5. For ammo still legal, required to have per-bullet serial numbers engraved and logged to you when buying. $$$$$$. Even better, bullet AND cartridge must be engraved, and being in possession of non-matching ammo is criminal offense.
    6. Hand-loading becomes an activity requiring a license, annual safety inspection and hefty annual fee. Essentially nobody can pass inspection ("Oh, you don't have a lead-removing 2,000 CFM air handler? Sorry"). Any sales of powder, casings, equipment, etc. require license AND subject to fees, background check, etc. ($$$).
    7. Any "gunsmithing" (even simple, even at home) becomes an activity requiring a license, annual safety inspection and hefty annual fee. Ditto on the impossible-to-pass requirements. Sales of any necessary equipment heavily taxed, and require license, background check & fees.
    8. "paraphenalia" fees, taxes and restrictions. Any gun cleaning items, from a snake to brushes to fluids requires background check and heavy taxes fees. How about a can of RemOil costing $50...? Selling/Buying/Using "non gun" items for gun purposes carries drastic financial penalties and imprisonment. Sell someone a can of "Pam" and they use it to oil their gun? Here's 20 years mandatory, friend. Caught with an old t-shirt cut up into 1-inch squares? $100,000 fine... Holsters go for $500 minimum, snappops cost $20 each, etc. etc.
    9. Usage limits. Firearms are limited to inside the home protection and 'sporting' use at a "licensed range" or "duly designation hunting area". When not in those places they must be unloaded, locked up, ammo separate, or it's illegal. Need I mention that range license fees will be outrageous? Nobody will be "outlawing open carry"... Just saying you can "only use your gun in a safe, sensible place for safe, sensible purposes" It's for our own good! Everyone knows most accidental shootings are the gun-owners fault! So here's GORSA, the "Gun Owners Right to Safety" Act!
    10. Oops! Two people got accidentally shot last year, so here's some more usage limits: GORSA II. Weapons may not leave the house or range, where they must be delivered by duly appointed licensed couriers upon purchase (fees!). You must pay to store your weapon at the Range and Ranges must check your weapon in and out to you when you get there, and issue your ammo (more expensive to run a range!) You must turn in your brass upon leaving to verify none 'left over'. Can't find a casing? That's cut from your annual allotment. "Safety" (aka insurance and equipment requirements) for ranges are upped drastically... No more outdoor ranges at all (environmental evil!). Indoor ranges require hugely expensive "environmental controls" and periodic inspection (more expense). Ranges over 25m banned entirely: "Who needs to shoot that far?" Gun clubs will become like country-clubs: the preserve of the wealthy that can afford a multi-thousand dollars a year membership fees and "monthly minimums".
    11. Note that your CCW permit was not taken away and is still 100% valid! In fact, you now MUST have it to 'conceal' your weapon inside your home or gun club! We just 'tweaked' the definition of what it allows you to do is all! Mind you, it will become near-impossible to get a new one (or renew yours). We can wait a few years and "poof" the problem goes away without canceling or revoking a single permit!
    12. Under GORSA II, basically you may not transport weapons at all. Home weapons must be locked up at all times, homeowner must provide proof of safe purchase ("federally approved" safe, well-taxed, minimum $3-4,000 + must be professionally installed for at least another grand. Plus registered. No safe can hold more than 2 guns), and is criminally liable for having a gun out of the safe except when using it in imminent danger.
    13. Castle laws pre-empted at federal level. Gun users are fully subject to prosecution and civil liability for their actions. Remarkably, courts find nearly all gun owners had "insufficient cause" both civilly and criminally to use a gun, they're guilty and up in prison and bankrupt. That the elimination of "dangerous" ammo makes you much MORE likely to hit an unintended target just makes this worse.
    14. Declaration of "Semi Permanent" State of National Emergency, in part due to spiraling gun-crime rates...
    15. Leading to... Suspension of 22nd amendment, Chelsea appointed VP/heir.

MAYBE kidding about that last one. Maybe...

See. Not a single gun "banned". Not a single CCW permit revoked (just made pointless). Ain't we glad the 2nd Amendment stands firm! Thank you, Hillary.
