14.5" AR Upper - Legal In PA?
Just wondering if a 14.5" AR Upper would be legal in PA and which FFL gives you the least troubles during a transfer of a 14.5". Is that considered an SBR here in PA?

You don't "transfer" uppers. Only complete firearms or the title 1 part (receiver) or lower (containing the rcvr)
16" is the legal title 1 barrel length for rifles per federal law.
This only applies if the barrel is attached to the title 1 part (lower)
You can buy a 14.5" upper from anywhere you want (uness the company does not sell w/out prof of licensure or tax paid for SBR)
If you put it on a lower your in violation of fed law unless you apply for and receive a tax stamp for an SBR. (form 1, $200 tax, engrave rcvr)
If you buy a complete 14.5" rife it must be transferred through a NFA dealer.

Is the 14.5" barrel any more less or more accurate than a 16"?

Accuracy typically des not change w/barrel legnth. Velocity will be reduced slightly. With a 5.56 velocity is your friend (fragmentation in regards to terminal ballistics, etc)
IMO 14.5" barrel isn't worth the $200 tax. over a 16" barrel.

you see alot of 14.5's w/ permanent flash hiders taking them to 16in so you dont need the tax stamp also, whether its worth it or not is your call

AFAIK, even having a under 16" Upper in the same location where you also have a Lower without a SBR tax stamp is a No No.
